So really, dragon center is useless in this aspect, all it does is access windows power plans and change them. By default, battery saver mode will cripple performance to prolong the battery life, balanced is about compromises (min cpu state 5% and max 100% - so it will go as low or as high as needed), high performance is about 100% and max power draw In windows power settings, you can adjust each of the modes (battery saver, balanced and high performance) to fit your needs. Turbo = high performance mode + ability to OC gpu (or even cpu if you have unlocked version but you don't) - but you can also do that using other programs (e.g. do you know windows power settings? If so then it is easy as dragon center does not do much in fact.
